Oregon REC Banking Has Begun

March 4, 2008

The Oregon Renewable Portfolio Standard (RPS) became law on June 6, 2007. The first compliance year is 2011 but a qualified Renewable Energy Certificate (REC) of January 2007 vintage or later may be used to meet the Oregon RPS requirements. Oregon adopted the Western Renewable Energy Generation Information System (WREGIS) database as the sole tracking mechanism that may be used to show compliance with the RPS.

A REC must be Oregon-certified in order for a utility or electricity service supplier to demonstrate compliance. This means that currently registered generating unit owners need to act quickly to maximize the number Certificates that can be sold for use in the Oregon RPS market.
