WREGIS Stakeholder Advisory Committee
Member Registration Instructions
To register as a WREGIS Stakeholder Advisory Committee (SAC) member you must complete and submit Form WREGIS-SAC-1 according to the instructions provided below. All fields are required unless otherwise indicated.
If you are registering for the first time, please complete the entire form and submit the form as directed on the registration form.
If you are an existing Stakeholder Advisory Committee member and you need to report a change in your membership information, please complete only the section of the form that has changed, sign and return the form as directed on the registration form.

General Information. An Entity as defined by WECC bylaws and applied for SAC Registration purposes, is: “Any individual, person, corporation, partnership, association, governmental body or organization of any kind.” The information in this section includes:

Name of Entity – Current, full legal or institutional name of the Entity

Mailing Address of Entity – mailing address of the Entity, including: City, State/Province, Country, and Zip Code.

Main Telephone Number – Main telephone number of the Entity

Fax Number – Fax number of the Entity (if applicable)

Email Address – Information or general email address for the Entity (if applicable)

Primary Contact Person Information. Individual within the organization or business who will be contacted for WREGIS SAC coordination purposes. This information includes:

Name of Primary Contact – First and last name of primary contact (including preference for Mr./Mrs./Ms.)

Primary Contact Title – Assigned or preferred title (if any)

Mailing Address of Primary Contact – Specify only if different from Registering Entity’s

Telephone Number of Primary Contact – Specify only if different from Registering Entity’s

Fax Number of Primary Contact – Specify only if different from Registering Entity’s

Email of Primary Contact – Contact person’s individual e-mail address for communication purposes.

Affiliates. The names of affiliates are needed as part of the SAC Registration process, for election purposes. As defined by WECC bylaws and applied for SAC Registration purposes, an affiliate is: “An entity that directly or indirectly through one (1) or more intermediaries, controls, or is controlled by, or is under common control with, another Entity. An Entity ‘controls’ any Entity in which it has the power to vote, directly or indirectly, 5% or more of the voting interests in such entity or, in the case of a partnership, if it is a general partner.”

Affiliate Name(s) – Legal or institutional name of other Entities affiliated with the Registering Entity that are members of the Stakeholder Advisory Committee. If an affiliate (as defined above) of the Registering Entity is or intends to become a Stakeholder Advisory Committee member, the Registering Entity is responsible for listing the Affiliates in this box.

Participant Class and Sub-Class – A SAC member may vote on SAC committee matters according to the rules that the WREGIS Committee establishes with one exception: only members qualifying as one of the two Participant Classes designated in the WREGIS Charter (Industry or State/Provincial) are eligible to vote to elect members of the permanent WREGIS Committee from within their same Participant Class. It is therefore important for the registrant to specify which one of three Participant Classes the Registering Entity qualifies for, where the choices and definitions include:

State/Provincial Participant: Defined as any entity eligible under Section 4.2.5 of the WECC Bylaws1 for membership in Class 5 of WECC: “Representatives of states and provinces in the Western Interconnection, provided that such representatives will have policy or regulatory roles and do not represent state or provincial agencies and departments whose function involves significant direct participation in the market as end users or in Electric Line of Business activities.”2 SAC members qualifying for this participant class are eligible to vote to elect members of the permanent WREGIS Committee.

Industry Participant: Defined as any WREGIS Account Holder. Since there can be no WREGIS Account Holders prior to the system implementation, any Registering Entity that intends to become a WREGIS Account Holder once the system is operational may specify its Industry Participant class when registering prior to the time the system is operational.

“Other” Participant: Defined as any SAC member not qualifying for either the State/Provincial or the Industry Participant Class. SAC members of this Participant Class are not eligible to vote for members of the WREGIS Committee.

Industry Participant Sub-class – Within the Industry Participant class, WREGIS must be able to distinguish between generators, load-serving entities and other entities to satisfy the WREGIS Charter which states: “…the elected Industry Participants (to the WREGIS Committee) shall include at least one generator participant and one load serving entity participant.” As determined by the Interim WREGIS Committee, the generator participant and load-serving participant elected to the WREGIS Committee are not required to be generators or load-serving entities themselves, but must be a duly authorized representative of a SAC member within those two constituencies. Therefore, all SAC members specifying the Industry Participant Class during registration must also specify which of the three Sub-classes the Registering Entity qualifies for. If the Registering Entity qualifies as either a generator or a load-serving entity, the registrant must determine which sub-class to register as. The valid selections for this field are as follows – one and only one Sub-class must be specified:

Declaration – The declaration must be completed and submitted by the contact person completing the Stakeholder Advisory Committee Registration Form. Electronic submission of the completed form, from the e-mail address of the registrant, will be accepted in lieu of a wet signature.
