The Stakeholder Advisory Committee (SAC) is comprised of industry and state/provincial participants who serve without compensation.

The SAC makes non-binding recommendations regarding WREGIS policy and procedures to the WREGIS Committee based upon a majority vote of the SAC members.

Membership in the SAC will be open to all WREGIS account holders in good standing, and meetings of the SAC shall be open to all affected and interested parties. The membership process begins when prospective members complete the
membership application.

The SAC is also responsible for developing recommendations based upon a majority vote of its members to forward to the WREGIS Committee Chair.

The SAC functions as an autonomous advisory body with the mission of advising the WREGIS Administrator and the WREGIS Committee on the implementation and operation of the WREGIS program.

This committee is also responsible for electing new members to the WC as terms expire. Voting members of the SAC, who are eligible, elect representatives from four distinct member groups to the WREGIS Committee. The SAC is an advisory body only, and shall have no formal decision-making authority other than election of representatives to the WREGIS Committee.

Statement to Voters:

My name is Jeff Burks and I am employed by PNM Resources as their Director of Environmental Sustainability. PNM is an energy holding company based in Albuquerque New Mexico whose subsidiaries, First Choice Power, PNM and Texas-New Mexico Power, serve 738,000 electric customers in New Mexico and Texas and 471,000 natural gas customers in New Mexico. Prior to joining PNMR I was State Energy Policy Coordinator for the State of Utah and Governor Michael O. Leavitt. It was in this capacity that I became involved in efforts of the WGA and CEC to create a western regional generation tracking system for renewable energy.

I worked with Governor Leavitt and and other stakeholders to craft the "renewable energy certificates" resolution that was adopted by Western Governors as an amendment to the WGA Western States' Energy Policy Roadmap. I served as co-chair of the WREGIS working group where I represented WGA and worked closely with representatives of the CEC, WECC, CEC's consultants and western stakeholders to develop an institutional and legal framework for WREGIS. I was involved in preparing the WREGIS Needs Assessment Report and responsible for organizing and conducting WREGIS stakeholder workshops in 6 western states. I was an active member of the Institutional Committee and contributed to drafting both Phase I and Phase II committee reports. Finally, I served as the WGA lead in discussions between the WGA, CEC and WECC to establish WECC as the institutional home for WREGIS and helped draft the final WGA/CEC joint proposal that was approved by the WECC Board on July 29, 2004.

I believe this breadth of experience, my knowledge of the institutional history of WREGIS and my ability to collaborate and work with all key stakeholders will enable me to to be an effective chair of the Stakeholder Advisory Committee.

Statement to Voters:

I believe my experience in building, operating, and using tracking systems will allow me to carefully and thoughtfully evaluate the operation of the WREGIS program so that it meets the needs of the members of the Stakeholder Advisory Committee. It is stated that "the SAC will advise the WREGIS Administrator and the WREGIS Committee on the implementation and operation of the WREGIS program [and] develop recommendations based upon a majority vote of its members to forward to the WREGIS Committee Chair". I would appreciate being able to represent the members of the SAC in the role of Vice Chair of this Committee.

Since starting Clean Power Markets in 2000, I have been actively involved in developing renewable energy tracking systems in Wisconsin, New Jersey, and Connecticut. Prior to this, I was actively involved in developing the green market in California at APX, and instituting the first program to trade green attributes separately from commodity power. I have worked with all types of stakeholders, including regulators, LSEs, renewable generators, brokers, and others, which has allowed me to understand the needs of these varied stakeholder constituencies. Based on this experience and interest in making tracking systems work, I will listen to the needs of the WREGIS stakeholders and actively represent them on this committee.

Statement to Voters:

I am an Economist with Southern California Edison, specializing in the regulation of Renewable Energy Resources. As such I am keenly aware of the various economic and regulatory issues facing renewable energy in the state. Prior to my service with Southern California Edison, I was an Economics Professor, specializing in Public Choice and Public Policy.

The role of the Committee Secretary is largely one of providing information. The WREGIS system is a complicated one and will likely become largers and more complicated as we move nearer its operational date. As such, in order for SAC members to make appropriate and informed decisions regarding issues facing WREGIS, they must be given complete and accurate information regarding all meetings and discussions of the Committee.

If elected, I will be responsible for attending all in-person and telephone meetings of the Committee and providing accurate information regarding those meetings. While I am employed by Southern California Edison, as Secretary I will provide complete and accurate recording keeping and convey such information to all SAC members, regardless of affiliation.
