Account Holder Registration Process:
- Complete the Online Registration by following the wregis login link on wregis.org, selecting not a member, and submitting the account registration information.
- Become familiar with the WREGIS Final Operating Rules .
- Read and sign the WREGIS Account Holder Agreement Rev May 1 2008 (TOU) and the legal forms and agreements pertinent to your user type. All of the various available legal forms and agreements can be found in the wregis.org document library.
- Using the WREGIS Fee Estimation Table, calculate your Account Holder fees. Checks should be made payable to: WECC.
- Mail completed registration packet to the WREGIS Administrator. A complete packet will include the signed legal agreements, applicable attestations, and any other required documents, along with the fee payment. Please mail the completed registration packet to the attention of the WREGIS Administrator at the following address:

- Once online registration is complete and the registration packet is received by the WREGIS Administrator, WREGIS Staff will review the signed legal agreements, attestations, proof of essential characteristics documents and online registration materials. If materials are incomplete or additional information is required, the WREGIS Administrator will notify the designated contact.
- Once registration materials are complete and validated, an email notification describing account activation will be sent to the designated Account Holder email or Agent email address provided during registration.
- If you will be registering generating units, you must first ensure that the entity who will report your data is already registered in WREGIS.
- Account Holder may begin registering generating units, establishing reporting entities for generation data submittal and using all other functions of the system available to their account holder type.
- Registration Process completed.

Generating Unit Registration Process |

Please note that completing the following steps will allow you to generate RECs in WREGIS.
1. Complete all steps under general account holder registration if not already an account holder
2. Enter primary account and select "register generating unit"
3. Complete online registration form for each unit; multiple units can be registered in one account
4. Collect verification documents
a. For Generating Units 1 MW and larger located within the U.S.:
i. EIA 860 for most recent calendar year and Utility Interconnection Agreement
b. For Generating Units smaller than 1 MW located within the U.S.:
i. EIA 860 for most recent calendar year, or
ii. Utility Interconection Agreement and Manufacturer's specifications, or
iii. Purchased Power Agreement
c. For Generating Units 1 MW and larger located in Canada:
i. Please contact the WREGIS Administrator at

5. Email verification documents to the WREGIS Administrator at

6. Once online registration is complete and the WREGIS Administrator receives the verification packet, WREGIS Staff will review the packet. If the packet is incomplete or additionl information is required, the WREGIS Administrator will notify the submitter at the email address provided in the online registration in WREGIS.
7. Once registration materials are complete and validated, an email notification describing account activation will be sent to the contact email address provided on your online registration form.
8. At this point, the Registration Process is complete.
Please note that the WREGIS Administrator reserves the right to require submission of any documents described within the Operating Rules for use in the validation process. For more information regarding guideline, requirements, and rules governing generating units, refer to the Operating Rules. Also note that the Account Holder is solely responsible for contacting and arranging data reporting with its Qualified Reporting Entity.

Qualified Reporting Entity (QRE) Registration Process |

Please note that completing the following steps completed will allow you access to WREGIS.
1. Read and sign the WREGIS Account Holder Agreement Rev May 1 2008 (TOU)
2. Complete the online registration
3. Download and become familiar with the QRE Interface Control Document (ICD)
4. Collect verification documents according to the type of QRE:
a. Balancing Authority: FERC Form 714 for most recent year; to be submitted in electronic form (pdf or other) to the WREGIS Administrator at

b. Non-Balancing Authority: A Letter signed by the account holder contact outlining and attesting to the following:
i. Procedures and/or equipment used to gather data to be reported.
ii. Any state oversight (public utility commission, energy office, etc.)
iii. Internal audit procedures that ensure data reliability.
iv. External audit procedures that ensure data reliability
v. Any Federal oversight (FERC, Sarbanes Oxley, SEC, etc.)
5. Mail completed registration packet to the WREGIS Administrator (email FERC Form 714 if applicable). A complete packet will include the signed legal agreement, applicable attestations, and other required documents as described above. Please mail this packet to:

Please note that submittal of requested documentation only ensures that the WREGIS Administrator will examine the qualifications to become a Qualified Reporting Entity. The WREGIS Administrator reserves the right to require further documentation of qualifications prior to approval as a Qualified Reporting Entity. 6. At this point, the Registration Process is complete.

The WREGIS Final Operating Rules were approved by the WREGIS Commitee on June 4, 2007.
These rules were developed with stakeholder input.

Fees and collection procedures |
|
|
|
Two different types of fees will apply to WREGIS participants depending upon their user type and size: an annual fee and volumetric fees. Please note that State, Provincial, and Voluntary Program Administrators will not have to pay fees to use WREGIS. Qualified Reporting Entity accounts are also exempt from fees.
The current fee levels were determined by the WREGIS Committee at its April 29, 2007 meeting.
