Updated State, Provincial, and Voluntary Program Interface Control Document

In December 2011 the WREGIS system was updated with the 17.0 release that included PCR 206 – Change Program Eligibility Fields and Data Usage and PCR 207 – Change Program Administrator Information Fields.
